Safety Regulations in the Petroleum Industry

It is common knowledge that petroleum and petroleum gas (LPG) are good sources of energy. Imagine that petroleum did not exist. This simply means that all the technology that has been developed around petroleum will not be there. To say the least, development in the energy sector has been greatly enabled by petroleum. As fears of future deficit of petrol continue to be entertained by the superpowers, there has been an effort to shift the focus from petroleum to other sources of energy such as solar, hydro electricity, safe nuclear power, bio oil among other alternative sources of energy. Despite the fact that petroleum is a very useful source of energy, it is also a very dangerous, volatile and flammable liquid or gas that can rein havoc if mishandled. Based on its volatile and inflammable nature, there is every need to uphold a high degree of safety measures so as to prevent explosion and fire disasters. The petroleum industry has a number of safety regulations often set by the government that need to be observed. Any organization that handles petroleum oil and gas can only be certified and allowed to operate after satisfying the safety regulations that are specified by the government. The difference of these safety regulations throughout all countries is minimal because after all the petroleum oil and gas is the same. The safety regulations govern every activity in the petroleum industry ranging from drilling, refining, transportation (either through road, ship, air, rail or pipeline), packaging (especially for gas) to safety at the premises in which some of the activities take place. This paper seeks to explain a number of health and safety precautions and regulations that need to be adhered to by every actor in the petroleum industry (Williamson, 1979). Taking US as our working example, we witness tight safety regulations governing the petroleum industry. These regulations are created and enforced by the Occupational Safety and Health Administration (OSHA). OSHA is an agency in the US labor department which was created by congress under the legislation of the Occupational Health and Safety Act (OSH Act) to set safety standards that will guarantee that workers do not suffer from any kind of work related deaths, injuries or even illnesses. The OSHA agency is aided, in the release of occupational health and safety standards, by the National Institute for Occupational Safety and Health (NIOSH) whose main function is to conduct research into the areas that pose safety and heath threats to the worker in the petroleum industry. Unlike OSHA, NIOSH does not lie under the US department of labor. Some of these safety standards are explained in the following paragraphs (Joseph, 2006). The regulations governing occupational health and safety are industry specific those that apply to the petroleum industry are based on the fact that petroleum is flammable, inhalation of petroleum vapor is dangerous and harmful to health and for those who drill, exposure to natural gas can trigger cancer and the natural gas is poisonous. The first regulation is base on the Permissible Exposure Limits (PEL). This is specifically important because exposure to petroleum vapor is harmful. However, it should be noted that the effects of the exposure depend on the concentration of the vapor and the amount of time one is in exposure. Inhalation of petroleum vapors can cause nervous effects such as dizziness, headache and even nausea. It can also cause respiratory irritation. Chronic exposure affects the blood, kidney and the nervous system. Very high exposure can lead to coma and death. Gasoline contains benzene which is a human carcinogen and thus the petroleum products that come to contact with the skin may be absorbed and eventually may cause skin cancer and myeloid leukemia. Based on these health risks, OSHA released a PEL regulations that specifies the amount of petroleum vapor that petroleum industry workers (especially those working in petroleum refineries) are supposed to be exposed to. Benzene-containing gasoline requires an 8 hour 1ppm with a maximum of 5ppm short term exposure. The other hydrocarbons also have their specific exposure limits. The limits are not supposed to be exceeded to avoid health hazards (National Safety Council, 1990). OSHA Personal Protection Equipment (PPE) regulations in the petroleum industry require a number of protective equipment. Some of this protective equipment includes the use of goggles, face shields and safety glasses to protect the eye and the face from metal or wood flying objects, dangerous light or even chemicals. The Fall Protection regulation requires that those working in excavation sites such as petroleum drillers and those laying petroleum tankers and pipelines need to be protected against fall by use of guard rails, personal fall systems and safety nets that will protect the workers in an event that they fall. Foot & hand and arm protection is also encouraged through the use of metatarsal guards, special shoes with anti puncture soles and toe shields and gloves ranging from heavy metal to soft cotton gloves respectively. The head, respiratory and other parts of the body are also protected. Each part of the body requires specific protective equipment against a specific hazardous stimulus. Respirators are also part of the OSHA regulations (Olishifski, 1999). According to OSHA 1910:134, the employers in the petroleum industry are supposed to provide respirators to the workers to protect them inhaling excessive petroleum vapor which is harmful to their health. This regulation calls for special kind of air purifying or air supplying respirators depending on the exposure situation. In this way, the worker is protected from vapor in excess of the OSHA PEL. Those working in enclosed premises processing, mining or handling petroleum should either be supplies with respirators or ventilation of the premises should be maintained at the OSHA regulations. All this is in a bid to maintain the concentration of petroleum vapor in air within the OSHA PEL brackets (Roughton, 2002) When handling the flammable or combustible liquids, OSHA proposes a number of guidelines that must be adhered to prevent fire and explosions. To avoid fire, there is need to prevent accumulation of petroleum in the air in such vapor-air mixture concentration that exceeds one quarter of the least flammable limit. This is achieved by encouraging ample ventilation to avoid this vapor accumulation. Explosions on the other hand are likely to occur due to pressure building in tanks holding the flammable or combustible liquid. For this reason, tanks are to be built of heat resistant steel, corrosion resistant steel or if built of any material should be built based on sound engineering designs as per the principles governing the material used. The tanks should also be vented to prevent any possible development of a vacuum or pressure which can lead to explosions (Penton/IPC, 1984) The handling of LPG requires that it be odorized so as to enable detect its presence in air to a concentration that exceeds one fifth of the lower flammable limit. The odor should be distinct and easy to detect. However, odorizing is not necessary if it proves harmful if the LPG shall be used for further processing. Odorizing is necessary to prevent fires incase of a leakage from cylinders and pressure tanks used to hold the gas (because LPG is highly volatile and flammable) because one is able to detect it early and thus take remedial measures. Regarding the cylinders that hold the LPG, one is not allowed to carry out any welding on the shell, head or any section of the pressure container. This is to prevent possibility of explosion of the container due to welding. Further, any fittings shutoff valves and any accessories fitted to the LPG pressure container should meet the 250 p. s. i. g pressure specifications. The shutoff valve should not be made of cast iron because of its less resistance to fire and heat. Incase of heat or fire, the valve is likely to expand or open leading to a leakage and hence fire or explosion. All these specifications are for safety purposes to avoid possible leakage from the pressure containers holding LPG. Areas with high temperatures require lower vapor pressure LPG in a high pressure container so as to prevent the opening up of safety valves as a result of the high temperatures. The OSHA regulations governing the petroleum industry are very diverse and go down to greater finer details. Despite all that the bottom line is the fact that these regulations were set to protect the workers and even the consumers of products originating from the petroleum industry. If these safety and health regulations are followed to the letter, it will lead to a high degree of safety in the petroleum industry. As said earlier, petroleum is a very important component in the energy sector development but posses a great danger to health and property if no handled with care (Olishifski, 1999). Any organization under the petroleum industry needs to adhere to these rules to avert any possible disaster that can result if the regulations were not adhered to. However stiff the regulations may be, for safety purposes, they need to be followed. The OSHA’s regulations have often been criticized by the petroleum industry players for lacking practicability. The department of labor under which the OSHA agency exists should set out modalities of working closely with the industry’s stakeholders to encourage a health and safety culture among the key players in the industry. If the regulations seem to be expensive and the specifications too much specific, then OSHA has no alternative than to liaise with engineers and some other professionals so as to supply the equipment and services which are compliant with the safety and health specifications to the ministry players.

Consistent Philosophy of Life Essay

Abstract This paper focuses John Allison’s management style, what he finds to be the essential characteristics of a leader, and how he employs ethics and principles in this everyday life, in business, and as an educational leader. He is the former CEO of BB&T and current leader of the CATO Institute. There is little distinction between Allison’s â€Å"leadership style† and his philosophy. His philosophy can be directly applied to any situation, challenge, or circumstance. Allison is purpose driven and mission oriented, and he applies a set of ten principles to achieve his mission. This paper will also look at how Allison defines a vision, mission, values and principles. Each of the ten principles are examined, and finally, the paper will look at some of the detractors of Allison’s philosophy. John Allison, Consistent Philosophy of Life, Effective Manager of Business, and Important Contributor to Society. John Allison lives by a clear philosophy that permeates every aspect of his life. He built a multi-billion dollar bank (BB&T) on it, and managed to stay away from toxic investments that led to the downfall of many banks because of it. He is now taking this highly moral, completely integrated, and fully comprehensive philosophy to the rest of society by donating time and money to universities by explaining the morality of capitalism and rational thought. Most recently, he was appointed to lead the Cato Institute, a Libertarian think-tank. An effective manager instills purpose in themselves and their employees and lives by a set of values or principles that manifests purpose into reality. The purpose needs to be clear and the principles must be interconnected and consistent. Failure on one principle is failure on all principles; and thus, the vision, mission, and goals of an organization are jeopardized. This concept is consistent with six competencies detailed in Hellriegel, Jacosn, and Slocum’s text book, Managing, A Competency-Based Approach. For example, an organization determines that it must outsource a piece of their production (Strategic Action). Therefore, executive management must effectively work with operations professionals (Teamwork), who must develop and action plan (Planning & Administration) and Communicate that plan to line managers. It is imperative that executive management carefully considered the cultural drivers of the country that they are entering (Multi-Cultural). Finally, whether this strategy is effective hinges upon whether all levels of employees have good Self-Management skills. Failure on any part of these competencies will lead to failure on the whole. Hellreigel’s six competencies pass John Allison’s integration test; however, John’s principles remove the organizational lens of the six competencies to make them more basic and universal. This paper looks at John Allison’s management style and how it is driven by his vision, mission, and principles. Success with these principles will lead to the success of the six competencies. Finally, this paper will spend some time with the detractors and misunderstandings of John’s philosophy. John Allison’s Management Style It is impossible to explain John Allison’s management style without getting into the details of his basic philosophy first. The Richard Craver of the Winston-Salem Journal interviewed Allison in July 2010, and he noted that, â€Å"the key lesson of Allison’s success is that if you get the basics right, the details will follow, and you will run your business right. If you get the basics wrong, you’ll eventually make a fatal mistake in the details† (Craver 2011). Allison’s basics are a purpose driven life and organization that is achieved through principles. This philosophy is detailed in a 30 page employee handbook that all employees are expected to understand and has remained consistent at BB&T for over 20 years. As a result, â€Å"[BB&T] attracts employees who agree, and repels employees who disagree. After a quarter century, they have established a culture of great coherency, and in business, that is a great power† (Craver 2011). From a big ger picture perspective, John Allison’s management style is utilitarian in its approach; however, this implies that BB&T’s goal is to simply be profitable. However, profitability is a means to the overall vision of BB&T, which is to make the world a better place to live in (Allison 2011). Allison explained in a lecture at Wake Forrest University that money is not the end game; instead profits are the means of the overall goal (Allison 2011). The utilitarian methodical approach may be considered amoral, at best; however, it becomes highly moral in the context of a moral vision and purpose. At the individual level, BB&T does not simply manage employees, instead, they develop leaders. Allison explained that â€Å"Most business failures are due to leadership failures; most of those are the result of personal leadership failures† (Allison 2011). Therefore, each employee is not just given a handbook of BB&T’s vision, mission and values, but they also attend a presentation given by Allison himself. In this presentation, Allison explains that there are two fundamental aspects to leadership. First, leaders must create a sense of purpose in themselves and their employees. Purpose creates passion. Second, leaders must live principles that turn purpose into reality (Allison 2011). Living these principles motivates average performers to perform at an above average level and prevents the Great from becoming average. Allison’s Clear philosophy: Allison’s philosophy can be summarized by a general vision that is manifested by a mission statement. The vision is â€Å"To make the world a place that you want to live in† (Allison 2011). The mission is to apply principles that improve the odds of staying alive, becoming successful, and ultimately being happy. The ten principles are further defined herein and are universally applied to individual and organizational missions. Allison’s personal vision and mission parallels BB&T’s vision and mission statement, which is â€Å"To make the world a better place by: Helping our clients achieve economic success and financial security; creating a place where our employees can learn, grow and be fulfilled; making the communities in which we work better places to be; and thereby, optimizing the long-term return to our shareholders, while providing a safe and sound investment† (Handbook 5). With the Vision and Mission clearly defined, Allison’s ten pri nciples are: Principle 1 – Reality The reality principle is an Aristotelian concept that A=A. In an interview with New York Times, Allison said that, â€Å"Wishing something is so does not make it so† (Martin 2009). Although this concept seems very simple, there are plenty of examples in history where individuals, governments and businesses evaded reality. Allison projected that, â€Å"I guarantee that long before the rest of us knew, those geniuses at Lehman Brothers, knew that something was wrong, but they evaded it† (Martin 2009). Reality is independent of authority. For example, the ratings agencies had a level of authority in the market place; however, the ratings agencies evaded the reality that subprime lending was unsustainable. BB&T avoided the subprime market by not evading reality and being responsible for evaluating authority and determining what was true (Allison 2011). Reality is also independent of popularity. For example Galileo bucked the popular idea that the earth revolved around the s un. Principle 2 – Reason / Objectivity Allison contends that mankind’s competitive advantage is that humans have the ability to think and develop concept formation. Allison avoids religion; however, this concept is not in conflict with a Christian’s perspective with some distinction. God created man in the image of God. Therefore, to reason is to approach God and to fulfill His intention for mankind. Allison applies Aristotle’s model of thought. First, base premises on facts; second, use inductive and deductive reasoning; third, integrate conclusions that are not contradictory; and forth, use conclusion to reach a higher level of thought (start the cycle again). Deductive reasoning is the concrete application of a general principle. Inductive reasoning is the taking a general principle and applying it to a specific application. BB&T has been a highly strategic organization, which requires objective thought and facing reality. In the late 1980’s, laws were about to change that would allow banks to enter other states. Realizing that North Carolina would soon be flooded with competition from larger banks, he began a series of intra-state acquisitions prior to the changing of the laws. This allowed them a head start on the out-of-state competition while giving BB&T the experience to perfect the merger process well before the larger consolidation of the industry. Allison recognized the reality, used inductive and deductive reasoning to conclude that they would need to get bigger, be purchased, or struggle as a result of the changes in the law, and then was able to move on with a new premise of how to become bigger. Despite the popular opinion that BB&T was paying too much for some of its acquisitions, the strategy paid off. BB&T defended its role as â€Å"acquirer of choice,† and stressed the strategic nature of its acquisitions. It had developed a reputation as one of the most successful integrators of acquired banks in the industry. â€Å"Darn few have been able to get away with a consolidation strategy, but one of the best is BB&T,† an SNL Securities analyst told the Business Journal Serving Charlotte and the Metropolitan Area (BB&T.com). Allison also uses reason to implement a method of philanthropic activities in order to be more effective based on BB&T’s core strengths. Allison explained in Philanthropic Magazine that, â€Å"The money that was being spent wasn’t going to promote the well-being of our company or our country. We needed to focus our contributions on something that will matter, and we think that presenting the concepts that undergird capitalism is essential for both BB&T’s well-being and the well-being of the society in which we live† (Sparks 2011). Principle 3 – Individual Allison contends that all thought happens at the individual level. â€Å"Our brains are not physically connected† (Allison 2011). Teamwork is important principle, but new ideas are generated by the individual. A team can improve the idea or even give some the inspiration to develop a new idea, but the thought came from one’s mind. This principle also means that the individual is responsible for themself. â€Å"A manager cannot be responsible for their employees,† Allison explained in his lecture. A manager, parent, or leader can only guide people, but the individual must make choices and affix attitudes for herself/himself. Understanding this concept is very liberating not only for the individual employee, but also for the organization. At the employee level, ownership of their own role gives them a sense of importance. At the organizational level, businesses benefit by having limitless ideas that bubble up to management. In Craver’s interview with Allison, he noted that, â€Å"The decision not to write mortgage loans of the type that are now called â€Å"toxic† was made by a fairly low-level executive without even consulting Allison† (Craver 2011). Allison continues the concept of liberating the individual by saying, â€Å"Man has rational capacity, and a capitalist system allows him the greatest individual freedom to exercise that capacity for creativity and innovation—and to be rewarded accordingly. It is, in a very deep sense, a just system† (Sparks 2011). Principle 4 – Productivity Productivity is a measurable at the organizational level though output and profitability. A profitable business is a good thing. More fundamentally, productivity is the â€Å"gut-level commitment to get the job done† (Allison 2011). From a Christian’s perspective, production and productivity is a very spiritual concept; the idea that something tangible was formed from the intangible. This is especially spiritual when the idea was inspired through prayer and worship. There is a parallel between with the most miraculous event in history, when the spirit became flesh, and when someone’s idea becomes reality. The root word for sacrifice is â€Å"to approach† (Wigoder 873); therefore, when a person creates, she is performing a kind of sacrifice; not in the sense that something is given up, but instead, both the tangible world and the spiritual world are in agreement; â€Å"On earth as it is in heaven.† Allison’s professional trajectory certainly is one of productivity. He started at BB&T, once known as the Branch Banking and Trust Company, in 1971 and became chief executive in 1989, when the bank had $4.7 billion in assets. By the time he retired as C.E.O. in December, he had overseen 60 bank and savings-institution acquisitions and turned BB&T into the 11th-largest bank in the nation, with $152 billion in assets, according to the bank (Martin 2009). Allison commented on BB&T’s Sterling Award winners (internal awards based on productivity). He noted that the same people won 25% of these awards, and that they all shared a commonality. All of them discussed what they were doing, and were not stuck on the obstacles. There is a basic belief in their ability to achieve (Allison 2011). Principle 5 – Honesty Without honesty, nothing else works, whether that is capitalism, a church, a business, or a government. Marilyn Fedak is a retired Investment Manager that works with John Allison on making the case for the free market at the university level. In a joint conference with Allison, she refers to the importance of honesty, At its best, the free market produces a â€Å"virtuous cycle,† but it has to be rooted in trust and the rule of law. Trust and predictability are everything. Capitalism is based upon the idea that, implicitly or explicitly, you’re making contracts with people all day long, and if you can’t trust that the laws in place will prevail and that the other person is going to fulfill their side of the bargain, well, then no transactions are going to take place. (Sparks 2011) Allison explains that being honest 100% of the time is a true test of integrity. For example, â€Å"You can be wrong and be honest. We are not omniscient.† Therefore, â€Å"We must mean what we say and know what we mean† (Allison 2011). This phrase encompasses two concepts. One, cumulative white lies lead to a black lie. For example, some managers are less than honest on performance reviews by sugarcoating or enabling underperformance. Then, the manager reaches a breaking point, or the poor performance leads to major mistake. The employee never gets the chance to correct their actions due to their manager not being honest. On the other hand, the manager may be wrong in his/her premise that the employee is the problem. The real problem may be a poorly designed system, which could have been addressed during the performance review. The concept of cumulative white lies is also evident in personal relationships. Allison gives an example of a married couple, â€Å"the husband gets mad at the wife for not hearing what he didn’t say† (Allison 2011). Two, it is up to the individual to take responsibility for their claim to knowledge. â€Å"Sometimes the best answer is, ‘I don’t know’† (Allison 2011). Principle 6 – Integrity Integrity is defined as the consistent application of moral principles. David Leoper is the CEO of Wealthcare Capital Management. He also subscribes to Allison’s objectivist philosophy. Leoper references Ayn Rand’s description of morality as the, â€Å"Judgment to distinguish right and wrong, vision to see the truth, courage to act upon it, dedication to that which is good, and integrity to stand by it at any price† (Geracoiti 2011). By this definition, integrity is akin to faith. One may not immediately understand the consequences of breaking a moral principle, but she or has faith that such actions will have an eventual consequence. A key example of Allison’s integrity was after the Supreme Court’s infamous Kelo decision. BB&T was the only major bank not to provide financing for projects that used land seized through eminent domain for private purposes. â€Å"We thought that was a violation of a principle that is necessary for a free society,† Allison says. The bank’s decision, â€Å"turned out to be great economics, which doesn’t surprise me at all† (Sparks 2011). Later in 2011, Don Luskin moderated a conference with John Mackey of Wholefoods and John Allison. Mackey was highly criticized for his public stance against Obamacare and was nearly thrown out of his own organization. Mackey’s conclusion was that he will think again before making political comments. Allison, however, disagreed and explained, I’m a person that believes very strongly in my principles, and I can’t sacrifice them in my business, regardless of the consequences in the short-term. We took a strong position on eminent domain, after the Kelo decision. I couldn’t tell my customers and employees that we have principles, but in this case we’d turn a blind eye to people’s property being expropriated to be given to other private people. In our case, it was successful. We got thousands of people moving their accounts to BB&T because of our position on eminent domain, because we acted on principle. That’s the same reason we refused to write loans to people who couldn’t afford them. I did it because I never want to have to tell someone that I did something that I thought was morally wrong. (Vegter 2011) Allison took a visible stance against the federal government once again in 2008 when he submitted a 14-point letter to Congress in which he objected to the bailout of the financial-services industry out of concern that it will hurt, â€Å"well-run financial institutions such as BB&T (Craver 2011). His integrity was questioned when BB&T accepted TARP monies shortly after the closed-door session with the nation’s political leaders. Shortly thereafter, Allison stepped down as the CEO so that he could start his education campaign. His work at the university level and at the CATO Institute is an effort to stop governmental force being exerted against independent businesses again. Principle 7 – Justice / Fairness According to Allison, â€Å"The good news is that we are all unique individuals† (Allison 2011). Managers that make the average above average and to keep the great from becoming average instill justice in the workplace. Allison believes that, â€Å"Egalitarianism is one of the most destructive ideas in our society† (Allison 2011). Managing equal outcomes not unequal input is truly unjust. Since individuals are not the same in their talents and abilities, a manager’s key function is to evaluate and judge others. This is a difficult function; therefore, Allison prescribes a three point method for judging others in order to stay fair. The person needs to be judged (1) as an individual, based on (2) the personal merits and based on (3) what matters in that specific circumstance. Therefore, â€Å"We reject collectivism and how they judge, which is based on their memberships groups, such as race, sex, nationalism, etc. [Collectivists] are always wrong because they are making an individual decision based on a group observation. An Individual cannot be a group† (Allison 2011). Principle 8 – Pride Aristotle described pride as the ultimate virtue because in order to have pride, all other virtues (justice, honesty, integrity, and rational independent thought) needed to be mastered. The pride described here is not arrogance or hubris, but instead, it is the reward to do good deeds and the reward for having done good deeds. Allison describes this as the â€Å"psychological rewards;† However, the rewards for Christianity are much more profound. The apostle Paul speaks of a healthy pride that one should have in oneself and others (2 Cor 5:12; 7:4; 8:24; Gal 6:4). Christianthinktank.com quoted the Greek-English lexicon of the New Testament that â€Å"Even Lexicons based on semantic domains have entries for ‘pride (legitimate)† (Chistianthinktank.com 2012). Allison equates pride with strong ethics. In a defiance allusion to Warren Buffet’s quote about ethics, Allison says, â€Å"The next time you face an ethical decision, ask yourself if you would be willing to tell the people that you love, care about, and judge to be of high-esteem the decision you made, not the newspaper.† Principle 9 – Self-Esteem / Self-Motivation Allison believes that this principle is the foundation of happiness. In his lecture, he states that, â€Å"You must believe at a very deep level that you are capable of being good and that you have the moral right to be happy.† He explained that this is, â€Å"The most important and controversial thought that I have to share with you today† (Allison 2011). On several occasions, Allison has made reference to the â€Å"sandbox example.† It is a story about a boy named Johnny that is playing with his toy truck in the sandbox. Fred then comes and takes Johnny’s toy truck because he wants to play with it. A fight then ensues, and Johnny’s mother comes over and says, â€Å"Johnny, be a good boy and share with Fred.† Allison asks, â€Å"What message does that give to Fred? More importantly, what message does that give to Johnny?† (Allison 2011). The heart of self-esteem is that a person can only control his or herself, not others. Therefore, the individual can only be in charge of their attitudes and their work; and thus, must be focused on them. Egalitarians are focused on others, and as a result, are adverse to others for being great. This is envy, which is the ultimate immoral pastime. Allison explains that, â€Å"you may be able to fool your boss, but you will never fool you. Do your best, and self-esteem increases. Do less than your best and self-esteem decreases† (Allison 2011). The trader principle fits with any of the other ten principles, but it particularly fits with self-esteem and self-motivation. The trader principle simply means that because people are self-interested, only win-win relationships are sustainable over the long term. All other relationships are either a lose-lose or eventually a lose-lose. Free-market capitalism is a highly moral system because it incentivizes good behavior and provides for a system for people to interact with others in search for win-win relationships. Allison explains this concept as the new leader of the CATO Institute: One of the things that I really want to do is make this a moral fight instead of a fight around the technical aspects of economics. The libertarian vision is a moral vision and we own the moral high ground. A free society is the only society in which people can think for themselves and pursue their rational self-interest. Freedom creates the ability, through creativity and incentive, to raise the quality of life for everyone. When I was CEO of BB&T we saw the opportunity, on many occasions, to create products and services that would improve the quality of life of our clients but some government regulation prevented us from doing it. Unfortunately most business leaders are not really capitalists. They are crony capitalists looking for some way to use the government to give them a special advantage. Cato is a defender of real capitalism, real free markets (Benko 2012). Principle 10 – Teamwork In a philosophy that is built on the individual and self-motivation, teamwork may be overlooked as a key principle. However, teamwork is essential in an organization and a society. Teamwork allows much more to be produced. Craver noted in his interview with Allison that, â€Å"What makes Allison unusual among leaders is that his philosophy is one of realism — not phony idealism. It’s all about excellent individuals making personal contributions to a joint effort — for the purpose of making profits, not saving the whales. Allison candidly says, in effect, a team is made up of people, each of whom is an ‘I’. We insist that you be an individual, and that if you want to be on the team, you have to voluntarily buy into the mission we have all chosen to share (Craver 2011). Detractors of Objectivism Forbes dubbed John Allison as the â€Å"Philosopher King;† however his philosophy is not easily accepted by many. The first and most relevant critique is that God is absent from this philosophy. This paper has included some allusions to how objectivist principles can mesh with Christian ideals; however, the architects of this philosophy, namely Ayn Rand, were atheists. The incongruities of this philosophy and Christianity largely lie in the concept of natural order (mother-nature) and the belief in God that is not visible (faith). As explained above, Christians cross this intellectual divide by substituting â€Å"natural order† or â€Å"mother nature† with God. There are also some differences in the idea of selfishness and self-sacrifice. More research is needed to find intellectual bridges; however, some of these conflicts are semantic in nature. Nonetheless, there is a logical case for God, and Christians knows that God reveals rational thought, purpose, creati vity, motivation, and reason through prayer. There is some confusion between being selfishness and self-destructive. Detractors of objectivism and capitalism contend this it is a â€Å"dog-eat-dog† system that takes advantage of others. Allison argues that taking advantage of others is truly self-destructive, not selfish. If a business takes advantage of a customer, then the customer will alert the market-place; and thus, the business will be harmed. Businesses take advantage of others through the political process, but that is not capitalism, and as Allison said, is not congruent with his philosophy. Finally, detractors find Allison’s philosophy lacks emotion. Allison disagrees and says that emotions can be a good thing. â€Å"Passion is an emotion, and you need passion in life† (Allison 2011). Allison believes that emotions are learned, not magical. This certainly seems to be true with some emotions, such as phobias; however, to the Christian, emotions can be divine inspiration. Allison warns leaders to check their premises when their emotions are at odds with reason. He further advises to always go with reason over emotion. Christians would disagree, at least in part. A Christian may always go with reason over emotion, but only after prayer and meditation and when reason and emotion are in-line. Certainly, a Christian should go to God in prayer to check their premises and motives. Life becomes easier to live, organizations are easier to lead, and employees are easier to manage if one has a clear philosophy and set of principles. With this in mind, BB&T’s senior management style is written in its literature as being as â€Å"participatory, team oriented, fact-based, and rational† (BB&T History 111). They define management concepts as, â€Å"obtaining and retaining excellent people, training employees well, give employees the appropriate level of authority and responsibility, expect a high level of achievement, and reward performance accordingly† (BB&T History 112). All of these definitions and concepts line-up with Allison’s core philosophy. BB&T’s website explained that, â€Å"Allison’s management style stressed decentralization, striving for a community banking feel at the branch level† (BB&T.com). The individual, self-esteem, productivity, and teamwork principles are the driving principles for this decision. Moral Clarity leads to better decision making, longevity, success, and happiness. This is good for all the stakeholders involved in the organization. This paper will conclude with scripture that encapsulates the role between managers and employees and consistent with most of Allison’s principles. Ephesians 6:5-9 says: Ephesians 6:5-9 Slaves, obey your earthly masters with respect and fear, and with sincerity of heart, just as you would obey Christ. Obey them not only to win their favor when their eye is on you, but as slaves of Christ, doing the will of God from your heart. Serve wholeheartedly, as if you were serving the Lord, not people, because you know that the Lord will reward each one for whatever good they do, whether they are slave or free. And masters, treat your slaves in the same way. Do not threaten them, since you know that he who is both their Master and yours is in heaven, and there is no favoritism with him. In other words it is fine for a man to use a prostitute, but not to have an affair because that would jeopardise the family! Cohen believes that deviance acts as a warning device too indicate that an aspect of society is malfunctioning, thus drawing attention to it and allowing the problem to be resolved. An example of this is the Los Angeles riots that drew attention to the mistreatment of blacks, likewise the Steven Lawrence case. Durkheim and Cohens work is important because it moved ideas away from biological and psychological explanations for deviance, rather seeing it being society itself creating crime. A Review On VBNC Bacteria

A Review On VBNC Bacteria Viable but Non-Culturable (VBNC) state is a unique survival strategy of many bacteria in environment in response to adverse environmental conditions. VBNC bacteria cant be cultured on routine microbiological media but they remain viable and retain their virulent capacity too. VBNC bacteria can be resuscitated when provided with appropriate conditions. A good number of bacteria including many human pathogens have been reported to enter VBNC state. Though, there was disputes on the existence of VBNC in past, extensive molecular studies have resolved most of them and VBNC has been accepted as distinct survival state by all. VBNC bacteria are considered as threats to public health and food safety due to their non-detectability and virulence as food and water have been reported to be contaminated with pathogens at VBNC state though conventional methods declared them as safe and clean. A number of outbreaks have also been reported where VBNC bacteria has been implicated as causative agent. Further molecular and combinatorial research in conjunction with predictive modeling are needed to elucidate the mechanisms and to identify the critical points to tackle the threat posed by VBNC bacteria with regard to public health and food safety. Key words: VBNC, Pathogen, public health, Food safety, Detection Introduction The cells that form colony in specific media are the culturable cells. Viable means metabolically or physiologically active. So the cells those are metabolically or physiologically active but cant be cultured on specific media are the viable but non-culturable cells (VBNC) (Bogosian Bourneuf, 2001). Most microorganisms growing in nature have yet to be cultured in the laboratory. In fact less than 1% of the microorganisms in natural water and soil samples are cultured in viable count procedures (Barcian Arana, 2009). In 1982, Prof. Rita Colwell and co-workers introduced the term Viable But Non-Culturable Bacterial Cells (VBNC) to distinguish particular cells that could not form colonies on solid media but obtained metabolic activity and the ability to elongate after the administration of nutrients (Xu et al., 1982). According to Oliver (1995), VBNC can be defined as a metabolically active bacterial cell that crossed a threshold in this way, for known or unknown reasons and become unable to multiply in or on a medium normally supporting its growth. Most of the bacteria that enter VBNC state are gram negative species belonging to the gamma subclass of the Proteobacteria branch, except for Rhizobium, Agrobacterium and Helicobacter-Campylobacter species (Oliver, 2000). History Debra Bashford and colleagues announced that they had recovered Vibrio cholerae from streams and drainage ditches, including sites with negligible chance of sewage contamination. Around the same lime, Rita Colwell was also finding Vibrio cholerae in Maryland. She and her coworkers showed that both this bacterium and E. coli, incubated in artificial sea water remained viable but lost the capacity to form colonies on culture media (Colwell Grimes, 2000). Soon Salmonella enteritidis, Shigella sonnie and Legionella pneumophila joined the list of organisms known to be capable of entering a state in which they failed to show up on nutrient agar yet took up substrates and signaled in other ways that they were certainly not dead. The use of laboratory media to recover and enumerate bacteria and lo link them with or absolve them from pathological and other activities became obsolete by the new discoveries and a term VBNC (viable but non-culturable) came (McDougald et al., 1998). VBNC Microorganisms that do not grow in culture methods, but which are still metabolically active and capable of causing infections in animals and plants are said to be in VBNC state. Traditional laboratory culture conditions methods cannot meet the requirements of VBNC organisms to resume growth (Yamamoto, 2000). Semi-starved bacteria usually resume growth immediately when appropriate nutrients conditions are provided. Viable but non-culturable cells will not resume growth even when nutrients are provided (NystrÃÆ'-m, 2001). VBNC cells exhibit active metabolism in the form of respiration or fermentation, incorporate radioactive substrates, and have active protein synthesis but cannot be cultured or grown on conventional laboratory media. They have been detected by observing discrepancies between plate count enumeration of bacterial population and direct staining and microscopic counts (Sachidanandham Gin, 2009). These cells may be of particular problems in the environment if they are pathogens, for example, viable but non-culturable cells of Vibrio cholerae, Enteropathogenic E. coli, Legionella pneumophila and various other bacteria have been shown to regain culturability after they have entered the intestinal tracts of animals (Colwell et al., 1996). The VBNC state is defined as a state of dormancy triggered by environmental harsh conditions, such as nutrient starvation (Cook Bolster, 2007), temperature (Besnard et al., 2002), osmotic stress (Asakura et al., 2008), oxygen availability (Kana et al., 2008), several food preservatives (Quirà ³s et al., 2009), heavy metals (Ghezzi Steck, 1999), exposure to white light (Gourmelon et al., 1994) and decontaminating processes, as pasteurization of milk (Gunasekera et al., 2002) and chlorination of wastewater (Oliver, 2005). VBNC state is believed to be a unique survival strategy of bacteria in response to environmental stresses (Oliver, 2010). It is also considered as an important reservoir of many human pathogens in the environment (Lleo et al., 2007). VBNC state has been a matter of dispute for ling since its inception, due to the difficulty of differentiation of VBNC cells dormant cells through resuscitation phenotypic studies, recent molecular studies, data of which supported the existence of VBNC state, the dispute has mostly been put to rest (Barer and Harwood, 1999). VBNC Pathogens Following list includes but not limited to pathogenic bacteria that can enter VBNC state (Oliver, 2010)- Aeromonas hydrophila, Agrobacterium tumefaciens, Burkholderia cepacia, Campylobacter jejuni, Enterobacter aerogenes, Enterobacter cloacae, Enterococcus faecalis, Escherichia coli (including EHEC), Helicobacter pylori, Klebsiella pneumoniae, Legionella pneumophila, Listeria monocytogenes, Mycobacterium tuberculosis, Pseudomonas aeruginosa, Salmonella typhi, Salmonella typhimurium, Shigella dysenteriae, Shigella flexneri, Shigella sonnei, Streptococcus faecalis, Vibrio alginolyticus, Vibrio cholerae, Vibrio harveyi, Vibrio parahaemolyticus, Vibrio vulnificus (types 1 and 2) Characteristics of Bacteria in VBNC state 1. Maintain apparent cell integrity; 2. possession of some form of measurable cellular activity (Lai et al., 2009); 3. possess apparent capacity to regain culturability (Anuchin et al., 2009); 4. respond to external stimulus by specific gene expression (kell et al., 1998); 5. low metabolic activity (oliver, 2005); 6. Changes in cell wall peptidoglycan such as increasing cross linking, increasing muropeptides bearing covalently bound lipoprotein shortening of average length of glycan strands (signoretto et al., 2002); 11. Higher autolytic capability than exponentially growing cells; 12. Plasmids are retained; 13. changed antibiotic sensitivity as metabolic activity is lower, most bacteria at VBNC state demonstrate high antibiotic resistance (Ol iver, 2010); 14. Changes in outer-membrane protein profile (Muela et al., 2008); 15. Continuous gene expression (Maalej et al., 2004) etc. Conditions stimulating VBNC state In the environment, bacterial cells can enter VBNC state may be due to- 1. Lack of nutrients; 2. Lack of temperatures; 3. High pressure; 4. Sharp changes in pH or salinity (Cunningham et al., 2009); 5.damage to or lack of an essential cellular component; 6. DNA damage; 7. activation of lysogenic phages or suicide genes such as sok/hak or autolysins (Aizenman et al., 1996); 8. Nutrient starvation; 9. incubation outside the normal temperature range of growth; 10. elevated or lower osmotic concentrations; 11. oxygen concentrations (Mascher et al., 2000); 12. food preservatives; 13. Heavy metals (Del Campo et al., 2009); 14. exposure to white light; 15. pasteurization of milk (Gunasekara et al., 2002); 16. chlorination of wastewater (Oliver, 2005) etc. Public health significance of VBNC Though virulence of bacteria in VBNC state is still not very clear, many believed that pathogens in VBNC state are unable to induce infection/disease but still retain their virulent properties has potential to cause disease infection following resuscitation and resume of active metabolic state, which occurs when they pass through host animal (Baffone et al., 2003). The VBNC state appears to be the common to many bacteria especially those which have aquatic habitats, and may represent a mechanism to survive adverse environmental factors as temperature, salinity etc. or have a means of inducing cross protection against other adverse factors (Du et al., 2007). Among these bacteria entering this state are many significant human pathogens and indicator bacteria of these pathogens; such cells may represent a public health hazard and may be a factor in human health and/or disease (Rivers Steck, 2001). Even today, it is still not possible to cultivate most bacterial species directly from the environmental samples or after exposure of previously culturable cells to environmental conditions unfavorable for growth and multiplication in vitro. The passage of VBNC through an appropriate animal host will induce return of culturability. Even these VBNC bacteria retain their pathogenicity and may trigger life in vivo and thus cause severe disease (Sardessai, 2005). Under normal condition it is not possible to culture or detect VBNC. Many diagnostic laboratory set up does not have sufficient molecular facilities to detect VBNC. In case of food and water quality control test, such VBNC may not be detected. Even some indicator of some pathogenic bacteria undergoes VBNC state and may remain undetected (Signoretto et al., 2004). Upon consuming such food or after drinking such water, one may be infected by those VBNC that can trigger life as well as pathogenicity (Adams et al., 2003). Thus, environmental and clinical samples no longer can be considered free from pathogens if culturing yields negative results. For the general public, the presence of VBNC in water and food may be related to low-grade infections or so called aseptic infection. For example, Vibrio cholerae O1 in the surface water remain as non-culturable state. These water sources are used for domestic purpose regularly and posed a risk of infection (Edwards, 2000). When conditions are not favorable for growth then it transforms to the non-culturable state in association with crustacean copepods. Persistence of Vibrio cholerae in water in the VBNC state is an important public health factor, since detection will not be successful if only conventional cultural methods are used (Barer et al., 1993). Similarly, Shigella can undergo VBNC state in water but become a threat when enter in human body. Thus it is important to recognize that non-culturable bacteria are capable of producing diseases. The first evidence of pathogenicity of non-culturable cells was the demonstration of fluid accumulation in rabbit ileal loop assay (RICA) by VBNC Vibrio cholerae O1, followed by human volunteer experiments (Amel et al., 2008). VBNC E. coli non-culturable cells were re-isolated after passage through rabbit ileal loops 4 days post inoculation and chick embryos died when injected with non-culturable cells of Legionella pneumophila, led to the conclusion that VBNC pathogens remain potentially pathogenic. So, VBNC has a huge significance in public health care (Cappelier et al., 2007). Previous studies indicated that a good number of pathogenic bacteria can survive food water treatment processes persist as well as retain virulence in processed food, pasteurized milk, potable water environment (Colwell et al., 2000). Many evidences suggested that recurrent urinary tract infections in many individuals are caused by uropathogenic E. coli cells which remain in VBNC state (Anderson et al., 2004) thus resistant to antibiotic treatment cause reinfection when resuscitate back to active metabolic state (Steck, 2001; Mulvey et al., 2001). Studies also showed that uropathogenic E. coli retain enteropathogenicity at VBNC state through continued production of enterotoxin (Pommepuy et al., 1996). Nilsson et al. (2002) showed that VBNC Helicobacter pylori cells can express virulence factors such as cagA, vacA and vreA. All these above evidence proved that many deathly pathogenic strains not only enter but also persist survive in VBNC state in environment most of them remain infectious as well. VBNC state of foodborne bacteria- a challenge in food safety Many evidences suggested presence of VBNC bacteria in food (Ordax et al., 2009). For example, in stored wine, acetic acid and lactic acid bacteria entered VBNC state as consequence of lack of oxygen and presence of sulphites, respectfully (Millet and Lonvaud-Funel, 2000). Food and its surrounding environment is a complex system, in which physic-chemical characterisitcs (pH, aw, chemical composition) and environmental factors (storage temperature and time, decontamination treatments, packaging under modified atmosphere) act simultaneously on contaminating bacteria (Sun et al., 2008). For example, it has been demonstrated that refrigerated pasteurized grapefruit juice induced VBNC state in E. coli O157:H7 and S. typhimurium within 24 hours of incubation (Nicolo et al., 2011). Again, Gunasekera et al. (2002) reported that in pasteurized milk which have undergone thermal treatment, contaminating bacteria such as E. coli and Pseudomonas putida enter into VBNC state but retained transcription and translation machineries. Several foodborne outbreaks has been reported in Japan, where pathogen such as Salmonella enterica subsp. enterica (Asakura et al., 2002) and E. coli O157 (Makino et al., 2000) in food in VBNC state were responsible for the outbreak. Therefore, the role of food and treatment for food preservation in induction of VBNC state has to be elucidated. Predicitve models offered by biomathematics and bioinformatics would be very helpful tools, in order to evaluate the possibility that, under certain conditions, pathogen bacteria contaminating a tipology of food may enter the VBNC state (Fakruddin et al., 2012). Methods of detection of VBNC bacteria 1. Bright Field Microscopy with Nalidixic acid For detection of Bright-field or light microscopic is usually used. Cell division inhibitor such as nalidixic acid (20-40 mg/L) is used to stop cell division. After such treatment the viable cells, which actively growing, will be appeared as lengthen and the non-viable/ metabolically inactive cell will remain as it is. The cells are then observed under microscope. Viable cells will be seen as elongated whereas VBNC/ dormant cells will be seen as oval and large. 2. Fluorescent Microscopy Various fluorescent staining procedures are used in combination with other procedure to determine VBNC organisms. Frequently used stains are Acridine orange, 4,6- Diamino-2-phenyl indole (DAPI), Fluorescein isothiocyanante (FITC), Indophenyl-nitrophenyl-phenyl tetrazolium chloride (INT), 5-cyano-2,3-ditolyl tetrazolium chloride (CTC) etc (Villarino et al., 2000). The assay allows to simultaneously count total and viable (metabolically active) cells, by using two nucleic acid stains, that is green-fluorescent SYTO ® 9 stain and red-fluorescent propidium iodide stain. SYTO ® 9 propidium iodide has significant difference in their cell membrane penetration capability. SYTO ® 9 stains both live and dead bacteria whereas propidium iodide penetrates only bacteria having damaged membranes. When used together, propidium iodide reduces SYTO ® 9 fluorescence in staining dead bacteria with damaged membranes. As a result, viable bacteria with intact membranes fluoresce green while dead bacteria with damaged membranes fluoresce red (Rowan, 2011). 3. Gene probe / oligonucleotide probe / hybridization: Molecular analysis can also be used to study non-culturable microorganisms in nature. Oligonucleotide probes of l8-20 nucleotides are proving most useful because they hybridize rapidly to specific DNA sequences of target organisms. These gene probes can reveal closely related organisms or organisms with similar functional capabilities. Especially useful for the analyses of rRNA that demonstrate the presence of diverse microbial populations whose phylogenetic relationships can be ascertained by comparison with rRNA sequences from previously described microorganisms (Josephson et al., 1993). Blotting: There are different types of blotting such as colony blot, slot blot, dot blot and southern blot. The principle of blotting is the use of radio- or non-radioactive or fluorescence labeled probe (DNA/RNA/Antibody) to detect VBNC cells directly from the environmental samples. Fluorescent in situ Hybridization (FISH): In situ hybridization is an alternative format for hybridization probes in which fluorescence labeled DNA or RNA probes are hybridized with target nucleic acids in whole, permeabilized cells. The application of this method to the detection of single microbial cells by using rRNA-targeted probes in combination with epifluorescent microscopy has been developed. This is done through selective targeting of regions of rRNA, which consist of conserved and variable nucleotide regions. By choosing the appropriate rRNA probe sequence, FISH can be used to detect all bacterial cells (a universal probe) or a single population of cells (a strain specific probe) of VBNC. It has lower sensitivity and cannot distinguish live and dead cells. 4. Molecular techniques: Hybridization probes and DNA/RNA amplification: Hybridization probes are nucleic acids (DNA/RNA) which have been (a) chemically or radioactively labeled and are used to detect complementary target DNA/RNA. Hybridization assay DNA/ RNA probes form a stable double stranded structure with target nucleic acid via H-bonding between complementary bases. Amplification of targets: DNA Based methods: Specific amplification of DNA targets in bulk DNA extracts from environmental and clinical samples permits detection of specific organisms or groups of related organisms without the need to cultivate them. DNA recovery procedures do not discriminate between culturable and non-culturable forms of the target organisms- all cells with intact amplification targets will be detected. Confocal laser microscopy in combination with fluorescence-based hybridization assays, also provide a more sensitive method for detecting and identifying VBNC organisms. RNA based methods: Due to the failure of distinguishing between dead or live cells by DNA-based methods, the mRNA level may be a valuable estimate of gene expression and/or cell viability under different conditions (Lleo et al., 2000). RT-PCR: RT-PCR (Reverse Transcriptase PCR) can distinguish between Live and dead cell. This is possible because this is an mRNA based method and mRNA is short lived (half-life less than 1 minute), mRNA is only present in metabolically active cells, not found in nature after the cell death. By this method we can study community relationship and can also detect non-culturable but active or live cells. DNase enzyme is used during the isolation of RNA from environmental samples. Reverse transcriptase and random primers are added to the reaction mixture and the RNA in the sample (both RNA and rRNA) is transcribed into DNA. PCR is then use to amplify the specific sequence of interest (Pai et al., 2000). Is the concept of VBNC is a misnomer? By extending the concept of bacterial self-suicide scientists tried to explain what happens when cells are exposed to chemical and physical injury (Forsman et al., 2000). Thus VBNC organisms came alongside with those, which do not grow in ordinary media but which do grow when offered selective or enrichment media. They said, Such cells are not un-culturable they wrote We are simply failing to provide appropriate conditions to support culture (Sinton, 2006). The reasons, which made the term, VBNC a misnomer are as follow: 1. VBNC bacteria semi-starved bacteria very often mimic each other. Semi-starved bacteria resume growth if provided with appropriate nutrients conditions. But viable but non-culturable bacteria do not resume growth even though nutrients are provided. VBNC cells become too starved to grow on nutrient rich medium directly. This phenomenon resembles a widely accepted condition termed substrate accelerated death (Heim et al., 2002). These starved VBNC cells require an adjustment period to allow phenotypic adaptation back to normal growth state (Epstein, 2009). Sudden shift to nutrient enriched media imbalances metabolic networks of the cells resulting formation of DNA damage agents such as super-oxide free radicals causing cell death (Barer Harwood, 1997). 2. There is yet no complete and perfect media to isolate arid culture all the organisms from environment. 3. Cells are usually-injured or stressed or starved condition in natural environment. So complete system has been devised to enrich or resuscitated the VBNC cells. Culture condition that can be applied in laboratory is not sufficient to recover all microorganisms i.e. yet it is not possible to provide or stimulate exact environmental conditions in the laboratory. Conclusion From the above discussions, it is evident that a number of non-spore forming human pathogenic bacteria enter VBNC state with maintained cellular structure biology persistent gene expression but remain non-culturable by traditional cultural techniques. Thet can survive revert to culturable conditions when provided with appropriate conditions. It is also evident that VBNC bacteria pose significant threat to both public health and food safety. Further research is needed to elucidate the mechanism to combat the threat of VBNC in future.

1. Introduction The value and role of â€Å"knowledge† is different in every culture but good basic education is essential in every culture. Primary and secondary education in UK (up to 16) is compulsory for all children. However, there were a limited number of high quality schools and these are oversubscribed application. That created problem of â€Å"distributing† pupils between schools (Hurst and Sugden, 2011). So a practical and effective admission policy has great influence on the quality of basic education. The purpose of writing this report is to argue for the reliability and effectiveness of current enrolment policy. According to this report, it will help admission policy designer to solve the problems and prove the benefits of this policy to parents. This report includes four parts. First of all, there is a brief introduction of evolution of the basic education admission policy. After that, the status of current selection process will be discussed. Thirdly, the advantage and the problems will be evaluated. The last part of this report will show some suggestion for solving the problems, like improving the quality of local schools and punishing â€Å"address cheats†. 2. History Admission policy has undergone a series of changes and developments since Butler’s 1944 Education Act set up compulsory primary (5-11 years) and secondary (11-15 years) schools. At that time, the selection process is 11-plus examination (Mcnay and Ozga, 1985). In the United Kingdom, the 11-plus is an examination administered to some students in their last year of primary education, governing admission to various types of secondary school. The name derives from the age group for secondary entry: 11–12 years. Another fact is that increasing number of parents cheat in the application to the secondary schools. According to the analysis above, improve the quality of the local schools can be an effective way to substantial lessening of competition for good schools. To some extent, strong policy and strict supervision can prevent cheating in application. There recommendations can help the enrollment policy be more effective and fair.

My Philosophy of Education Essay -- Teaching Philosophy Education Essa

My Philosophy of Education A child’s education is one of the most important, if not the most important, aspects of his or her life. With this in mind, teachers are very influential characters. Therefore it is essential that teachers develop their educational philosophy and their educational goals before making the big step from being a student to being a teacher. I would now like to present my educational philosophy and goals. I will do this by combining the thoughts of Rousseau, Plato/Socrates, Sophistry/Foucault, Pragmatism/Progressivism and interpreting and creating it into my own. First, I would like to share my thoughts on the nature of human beings. I agree with Plato and Socrates in the sense that most human beings (students) are not alike and are therefore sorted into groups. I do not believe, however, that it is my right or responsibility to sort students into my own defined groups. This proves to be unfair and provides no sense of autonomy to the students. In today’s society, mainly the students do the sorting process, themselves, into what we know as â€Å"peer groups†. This is why I also agree with the Pragmatists and Progressivists’ view in which they believe that human beings are social as well as experiencing, exploring, and thinking individuals. In addition, I feel that students are innocent with a capacity for good or evil and the environment determines their direction, as does Rousseau. Unfortunately, the environments surrounding children today are not always conductive for learning; therefore, I want to present m y classroom as a safe, positive, and conductive atmosphere. Next, I want to examine the nature of knowledge. I strongly agree with Rousseau’s view of knowledge. I... ...the classroom and to begin building upon my teaching experience. I do not plan to stop there; I plan to further my education every chance that I get by taking more classes, going to seminars, and so on. I feel that a good teacher is one that never stops learning; one’s education is never ending. However, I have a strong feeling that I will learn so much more once I become part of a classroom filled with little ones awaiting my every word and watching my every move. Yes, teaching is a heavy responsibility and should not be taken lightly; but I am ready. In conclusion, I cannot choose one philosopher that I agree with 100%. But I do think highly of Rousseau’s philosophy of education. Furthermore, with a strong education foundation, I feel that I will be able to attain my goals as a teacher through that of the various philosophies presented in this paper.

There are various environmental factors that must be considered in the designing of the marketing strategy.   The microenvironment, as part of the company’s marketing environment, consists of factors that directly impact the company and its ability to serve.   The macroenvironment, on the other hand, includes the larger societal and cultural forces that affect the microenvironment (Multicultural Marketing). Another name for minority marketing is multicultural marketing, which entails communication with diverse cultures or market segments that belong to diverse backgrounds as well as settings.   Cultures determine how members of society think, feel, and act (Haralambos and Holborn, 1995).   Hence, culture also determines the tastes of people in products that they would actually purchase. As a matter of fact, cultural values of a society are reflected in the members’ views of organizations, products, services, and other environmental entities.   Therefore, it is essential for a company planning to market to minorities to gain an understanding of the culture of the minorities in question.   Only by understanding the culture and values of the minorities may the organization be able to provide its targeted consumers with the products and services they would eventually buy. Through advertising and public relations with segmented media, an organization may come into contact with any diverse group that it wants to target through its marketing strategy.   By placing an ad or article in the language of a minority group, the company may easily get its message across.   Experts indicate that it makes very good business sense to include the people of color, different age groups, genders, in addition to people with disabilities, in advertisements as  well as other marketing materials.   This strategy allows for powerful, nonverbal communication which goes deep into the mind of the consumer (Multicultural Marketing). It is also essential for organizations to take into account the meaning of differing cultural universes (Dr. Michael Hurd).   As an example, the American Motor Corporation named its product, the â€Å"Matador,† only to realize later that to Puerto Ricans, the word means â€Å"killer.†Ã‚   Another example revealing the significance of understanding cultural universes has to do with ethics. In this case, a 30-second advertising spot proved to be an expensive error on the part of Doubletree Hotels Corporation, seeing that it was deemed as offensive to the Arab community, portraying the staff of the hotel wearing Arab-style clothing and bowing to guests.   This ad segment was interpreted as the staff worshipping or imploring visitors.   As the majority of Arabs worship the one true God, the ad was seen to ridicule them (International Business Customs). Organizations cannot assume that all people of the nation would have the same cultural values.   Rather, it is ethical to take into account the societal and religious practices as well as beliefs of the people that the organization targets in its marketing strategy as potential customers.   After all, the marketing mix is meant to satisfy customers.   Therefore, it is of the essence for the organization to analyze the what, where, when, and how of consumer behavior.   The social factor is very important in the consumer’s decision to make a purchase.   This factor is influenced by opinion leaders, the consumer’s family, reference groups, culture and social class. Understanding different cultures helps an organization to produce that which a particular market segment demands.   Given that Chinese Americans have a strong preference for communicating in their native language, a company that wants to target Chinese Americans may  want to write the name of its product on marketing literature in both English and Chinese.   According to research, the Hispanics too have a preference to communicate in their own language.   Sixty eight percent of Hispanics in Houston indicated that they prefer to watch Spanish language television.   Hence, an organization that wants to target Hispanic Americans may want to spend more of its marketing funds on ads that would be run on Spanish language television (Qaddumi, 1999). Back in 1998, research further revealed that given the Chinese emphasis on new technology, at least 72.1% of Chinese American families have access to computes and at least 53% have access to the Internet.   Hence, it is easy to target Chinese American consumers through Internet marketing (Chinese American, 1998).   What is more, a majority of Hispanic Americans indicated that food coupons had a great influence on their purchasing decisions. Once again, marketing research based on minorities as the target consumers of an organization, can work wonders for the organization.   Every minority group has differing needs with relevance to its cultural practices.   An organization that includes ethical considerations with special reference to minority groups, is more likely to satisfy its target consumers with its marketing approach, seeing that this organization is not bound to ridicule its consumers instead of pleasing them. One very successful organization targeting minorities through its media campaigns is Southwest Airlines.   The fourth largest major airline in the United States especially targets African Americans as well as Hispanics.   The result? – Today, Southwest Airlines is a model organization that everybody would like to study in terms of marketing strategy. A Fast Way to a Fast Food Essay

According to a recent survey, the UK is particularly fond of fast food. Many people turn to fast food as it is quick, convenient, and relatively cheap even though there are many concerns over public health and obesity. With a large number of fast food chains available, how do likes of McDonald’s, Subway, and Pret. A merger maintain their market share at a time when people are cutting back on their spending? In the 10 largest UK cities, the number of fast-food outlets increased by 8,2 percent, to 1.456 in 2009 (the highest growth occurred in London, Edinburgh, and Glasgow). Among the UK’s biggest chains, Subway grew faster than others. The number of Subway restaurants increased by 25,9 percent to 734 in 2009. In the same year, Domino’s pizza (DPZ) increased its outlets by 19,8 percent to 260 and E A T increased its outlets by 17,8 percent to 86. The growth of these chains is considered as a success particularly when competing against other giant chains such as McDonald’s, Burger King, KFC, and Wimpy’s. Although fast food chains provide quick and efficient service, their operation models are different. In the traditional model, like Mc Donald’s, customers enter the restaurant, study the menu panels for a short period, and stand in the shortest line (behind the many counters). When the customer reaches the front of the line, he or she places an order, pays at the register, and collects the food within few minutes. When, a customer requests a nonstandard item, for example a burger with no tomatoes or extra bacon and cheese, the order is not available in the prestocked food area. The counterperson calls the order in to the production area. The item is then prepared to order as a priority. The waiting time is a bit longer in this case. Not all fast food chains in the UK follow the same customer service operational model. They have tried some innovative ideas to serve customers quicker and have more options and flexibility. In Subway, sandwich is prepared right in front of the customer, where the customer can select what type of bread, size, and sandwich fillings. The sandwich is normally ready in a couple of minutes and passed to the customer as soon as the customer pays for the food. Domino’z Pizza offers home delivery for a wide range of its pizzas, which can be personalized as well, in less than 20 minutes, while it does not charge for the delivery. Pizza Hut offers an open buffet as part of its service, to reduce the workload on its staff and give its customers more options with less price. In Pret A Manger and EAT, a set of sandwiches, salads, and desserts are assembled each day and stocked in the front of the shop where the customers select and pay for their meals. The stock level is then replenished during the day in line with demand. The aim is to continually meet the high quality and freshness standards. If any of the product assembled that day have not sold by the time the store closes, they are given to local charities rather than being stored and sold the following day.
